The thesis
We caricature regulators as brakes and innovators as accelerators. The result is an adversarial dance in which both sides lose and patients wait. The frame is wrong.
The inversion
Build regulatory sandboxes: supervised, time-boxed, consented environments where genuinely novel approaches — adaptive AI devices, decentralized trials, real-world evidence pipelines — run under intense monitoring with pre-agreed guardrails and off-ramps. Regulators become co-designers of the evidence, not late-stage judges of it.
Why this is safer, not riskier
- Bounded exposure: small, consented, closely watched — risk is contained by design.
- Shared evidence standard: the rules of proof are agreed before the experiment.
- Faster killing of bad ideas — and faster scaling of good ones.
The cultural shift
This asks industry to open its process to scrutiny and regulators to tolerate managed uncertainty. Both are hard. Both are how aviation got safe and fast.
Do this quarter
- Propose one sandbox with a regulator, with explicit guardrails and exit criteria.
- Co-author the evidence standard up front.
- Publish what you learn — make the sandbox a public good.
